John Kelvey Richards was born at Ironton, Ohio 15 March 1856.

The voice of the Government before the highest tribunal in the land is that of the Solicitor General. The present occupant of this important and arduous office is John Kelvey Richards.

Mr. Richard’s father was Samuel Richards, who was born near Valley Forge, Pennsylvania 6 Feb. 1814 and was of Welsh-Quaker descent.

He was one of the early founders of Ironton, Ohio, being for nearly thirty years the secretary and general manager of the corporation which laid out and built the town of Ironton, Ohio.

The present Solicitor General graduated from Swarthmore College in Pennsylvania in 1875 and Harvard two years later. He studied law and was admitted to the bar in October 1879.

His subsequent advancement was rapid. He was made prosecuting attorney of his native county in 1880 and held the office for two years.

From 1895 to 1889, he was the city solicitor of Ironton, Ohio, having been the former year master commissioner in the Cincinnati and Eastern Railway case.

He was elected State senator from the Eighth Ohio district and served in that capacity from 1890 until 1892. He was attorney general of Ohio during Governor McKinley’s administration (1892-1896). In 1895-96 he was a commission member to codify Ohio’s insurance laws and counseled the committee on taxation of the twenty-second General Assembly.
