Charges were filed against Mrs. Sarah Cook, of East Eleventh street Wednesday morning by Supt. Phillips, of the water works, for filling a cistern without first taking out a permit. Several cisterns over town have recently been filled up on the quiet and the water works board have determined to file charges against all persons who have failed to "take out- the necessary permit."
